US builds on old Keystone XL review

The US State Department will not start from scratch when it takes a second look at Calgary-based TransCanada's proposed 830,000 b/d Keystone XL oil pipeline. Officials plan to prepare a supplement to an environmental impact statement issued in August 2011. Opponents of the pipeline wanted a fresh start. President Barack Obama in January rejected TransCanada's application for a presidential cross-border permit to build the Alberta-to-Nebraska pipeline. TransCanada reapplied last month.
