China toughens approval system for new projects

The Chinese government has issued new approval requirements for energy and industrial projects as it continues efforts to reduce overcapacity. The government will no longer approve newly proposed refinery projects that are not included in its master plan, the state council says. Beijing has previously called for no new projects to be built in the first three years of the 13th five-year plan from 2016-20.
