Uganda pipeline talks end in Kenyan disappointment

Uganda will export future crude production through a pipeline to the Tanzanian port of Tanga. Kampala formally ditched an east African regional plan on 23 April that would have resulted in the export of Ugandan and Kenyan crude through a pipeline to Kenya’s deepwater Lamu port. The government’s decision to ship supply to Tanzania means that at least two regional pipelines will have to be built if Kenyan crude is to be exported. Total, which had lobbied the Ugandan government to choose the Tanga route, aims to begin using the line in 2020. The firm expects to make a final investment decision on the development of fields in Uganda’s Lake Albert basin next year. The region will reach plateau production of 230,000 b/d, Total says. A new refinery at Hoima, western Uganda, will process an initial 30,000 b/d. Kampala in February last year selected Russia’s RT Global Resources to develop the plant.
