China continues to exert its territorial ambitions in the South China Sea, offering upstream blocks for foreign co operation in areas that Vietnam claims as its own. Beijing's move has met with anger from Hanoi, with the Vietnamese foreign ministry labelling it an "illegal and invalid action" and requesting China to cancel the licensing round and to "take no further actions that may complicate the situation… and expand disputes".
