Madagascar jumps on east African bandwagon

Madagascar is highlighting significant gas finds offshore east Africa in an effort to attract upstream investment. Discoveries off Mozambique and Tanzania have renewed interest in the upstream potential of the nearby Indian Ocean island (see p4). But unstable domestic politics, an uncertain operating and fiscal regime and limited energy and transport infrastructure are challenges to the development of heavy oil discoveries and future exploration activity for con- ventional oil and gas resources.
