Lawmakers for Somalia’s new federal parliament were sworn into office in Mogadishu on 20 August, marking the best opportunity for security and govern- ance in the Horn of Africa for over 20 years. Warlords, the Islamist al-Shabaab movement, piracy and military interven- tion have combined to make Somalia the world’s most failed state. Stability will be key to any upstream development.
