Russian president Vladimir Putin has told the government that it must authorise the energy ministry to grant Russian firms LNG export licences by 15 December. Licences will be granted to the Yamal LNG consortium, led by Russian independent Novatek, and state-controlled Rosneft as early as next year, energy minister Alexander Novak says.
