Activist investor Carl Icahn will direct US president-elect Donald Trump's plan to roll back government rules that he says hamper the US energy sector and depress the broader national economy. Icahn, who holds an 80pc stake in US refiner CVR Energy, has been a strong critic of federal mandates that prescribe the amount of biofuels that refiners must add to the US fuel supply. Icahn describes the market for credits used to show compliance with US biofuel mandates as “rigged”. Oklahoma attorney general Scott Pruitt, who is Trump's nominee to head environment agency the EPA, also opposes blending mandates under the Renewable Fuel Standard (RFS). The EPA is in charge of setting the volumes of biofuels in the US fuel supply.
