Mexico and state-owned oil firm Pemex are working on parallel tracks to attract upstream investment to numer-ous onshore and offshore blocks. Upstream regulator CNH has approved an auction of nine shallow-water development blocks,the second package in the country’s staggered first licensing round that began in December.The process is expected to generate almost $4.5bn of investment in the next three years. The nine Gulf of Mexico blocks contain an estimated 671mn bl of oil equivalent(boe)in total,including light crude.Combined production could reach 125,000-150,000 b/d.The blocks are distributed across five areas that will each have different contract terms under the same produc-tion-sharing framework used for the first package of 14 shallow-water exploration blocks(WPA,12 December,p3). Data room requests and pre-qualification began on 27 Feb-ruary.Bids are due by 30 September.
