The IEA has hired a top Chinese energy official as part of a push for closer co-operation with Beijing. The deputy director general of oil and gas at China’s National Energy Administration, Yang Lei, has been appointed as a senior adviser to IEA executive director Fatih Birol. Full membership of the IEA is open only to OECD countries, but the agency signed co-operation statements with India, Russia and China in 2009.
