China is pushing new policy guidelines in the energy sector, but the government is showing no sign that energy pricing reforms will follow at the same pace. The country plans to release more energy-related five-year plans covering 2011-15 next year, as Beijing strives to meet ambitious energy targets and pro- mote cleaner energy use. The government is drafting five-year plans for the power and gas sectors, having issued reports on coal, shale gas, coal-bed methane (CBM) and solar power. But it has not issued any plans for the oil sector, partially because of intense competition between state- controlled oil firms on refinery projects as well as government bureaucracy.
