Pemex competitiveness in the reform spotlight

Mexico is weighing key financial measures to ensure state-owned oil firm Pemex’s competitiveness when the country’s upstream is opened to foreign operators. Mexico’s chamber of deputies on 28 July passed the hydrocarbons bill,the keystone of the country’s energy reform,and approved modifications to laws on foreign investment,mining and public-private partnerships.The changes represent around a quarter of the secondary laws needed to enable December’s constitutional reform,which ends Pemex’s upstream monopoly(WPA,13 December,p3).
