US President Barack Obama is about to do something exceptional and unprecedented.For the first time,a US leader is vying to lead the world on climate policy.His administration is expected to announce a new programme on 2 June to cut CO2 emissions from US power generation. And in the face of inevitable domestic opposition,Obama is making climate change a foreign policy issue. Climate change constitutes a“creeping national security crisis”,Obama told graduates of the US military academy at West Point on 28 May.The US commander-in-chief aims to combat that threat,starting with a strategic pivot away from dependence on the US’most abundant fossil fuel—coal.
