摘要

The US Bureau of Land Management (BLM) is coming under legal pressure to give more weight to the broader environmental effects of authorising oil and natural gas development on public land. Federal courts in California and Utah have this year ruled against the BLM for not adequately studying how drilling could affect air or water quality. Both found violations of environmental legislation Nepa, which requires federal agencies to scrutinise how their decisions affect the environment.
