In 2011, the U.S. Environmental Protection Agency (EPA) proposed far-reaching changes to its existing underground storage tank (UST) regulations. These proposed changes, among other things, require that UST system components, including spill, overfill prevention, secondary containment and leak detection equipment, be periodically tested/verified to ensure integrity and adequate performance over the life of these systems. It is anticipated that the EPA will require the proposed periodic testing be conducted in accordance with a code of practice developed by a nationally recognized association or independent testing laboratory. If so, PEI/RP1200: Testing and Verification of Spill, Overfill, Leak Detection and Secondary Containment Equipment at UST Facilities should meet that mandate. While RP1200 describes and provides procedures for the testing, verification and inspection of many UST system components, nothing in RP1200 should be construed as mandating or requiring any kind of testing. The document simply describes the procedures for how such testing should be done. The following is a summary of key sections in this important new recommended practice.
