Unsafe man on a hot tin roof

Picutured on the left is a man who is breaking just about every health and safety and environmental rule in the book! I snapped him the other day because I couldn't believe my eyes.He is stripping very old paint(almost certainly lead-based)from a corrugated iron roof in hot,sunny weather with a(noisy)power tool.
