Redefinition of the status of recovered paper forms an important element to safeguard recovered paper from incineration. This is piloted using The Revised Waste Directive (2008/98/EC), which has a number of significant outcomes, possibly the most important being the 'End of Waste' Criteria, which states: waste shall cease to be waste when it has undergone a recovery operation and complies with specific criteria to be developed in line with certain legal conditions, in particular: there is an existing market or demand for the material, the use is lawful, the use will not lead to overall environmental or human health impacts.
