As cautioned in the February issue of this year, India's huge population of 1.2 billion has to be kept at the forefront while planning, extrapolating or making any forecast on the growth of the Indian pulp and paper industry. The first and foremost requirement for the Government is to fulfil the basic needs of the people: to provide land for growing food grains, for housing, for irrigation, for roads, for making schools, colleges, offices etc, at the end of which comes the needs of industry.
