Most roads in Portsmouth now have 20mph limits, but the council says enforcement will continue to play a vital role in changing driver habits. PORTSMOUTH HAS the distinction of being the first city in the UK with 20mph speed limits across its residential streets covering more than 250 miles of road. Some 12,000 streets - 94% of the total road space in the city - now have 20mph signage. Set on a peninsula, Portsmouth is a densely populated city, comprising row after row of narrow Victorian streets. Funded by the government through a local transport plan, the 20mph scheme was rolled out in phases and was fully in operation by March 2008.
