ENGLISH COUNCILS have been given the power to issue penalties to drivers who double-park or park across dropped kerbs even if there are no signs or road markings. The new guidance, which came into effect on 1 June, brings the rest of England in line with authorities in London, some of which already issue penalty charge notices (PCNs) for dropped kerb offences. Consultation carried out for the Department for Transport (DfT) last year found that 73% of respondents felt there was no need for the restrictions to be indicated with signs or road markings.
