Chief adjudicator Caroline Sheppard entertained and instructed parking managers in Wales with some sensible rules. Caroline Sheppard, chief adjudicator of the National Parking Adjudication Service, struck a Biblical tone in instructing delegates at the DRhT/04 Cynhadledd Cymru/TMA 2004 Conference Wales in the Ten Commandments necessary for successful implementation of Part 6 of the Traffic Management Act 2004. Behind the amusing tone of her talk -which commenced with a paragraph delivered in the Welsh language -were some very serious messages and useful advice.
