Rockfish plan seems a success in its first year

A pilot program for the Kodiak trawl fleet seems to have produced many benefits of rationalization while maintaining an open-access fishery. Plus, the reorganized fishery meshed well with schedules of onshore processing plants as well as the local electrical utility. There was some increase in dock prices, but not as much as organizers hoped. It took several years for the rationalized halibut fishery to start attracting significantly higher prices, says Julie Bonney, executive director of the AlaskaGroundfish Data Bank.
