The Alaska Department of Fish and Game, a nonprofit science institute, and the Lake and Peninsula Borough jointly financed a research project last spring that could help explain the Kvichak River's recent string of poor sockeye returns. But the borough's one-third share of the 60,000 dollar cost to sample smolt migrating out of giant Iliamna Lake to the ocean wasn't really the borough's money. Rather, the borough solicited the funds from Northern Dynasty, the Canadian company proposing an enormous open-pit copper and gold mine called Pebble, north of the lake.
