What's with this "rationalization" fever sweeping Congress? Senator Gordon Smith, R-Ore., introduced a bill July 28 (S1549) that would create a system of Individual Transferable Quotas (ITQ) in the Pacific whiting fishery by providing cooperative shares to fishermen and to shore-based processors who have historically participated in that fishery.
