One year later, California's banned prawn trawlers wait for pot permits. When the California Fish and Game Commission banned trawling for spot prawns last year -- much to the delight of sport fishing and environmental groups -- fishermen were thrown acrumb in the promise of a conversion program from trawl to pot gear. "Fish and Game isworking on it, but they haven't done anything," says Mike McCorkle, president of the Southern California Trawlers Association. "That has turned into a can of worms. And the existing prawn trappers don't want any more."
