Herring iffy: B.C.'s coastwide herring quota for 2012 is 13,000 tons, down from the 15,846-ton quota in 2011, but it's anybody's guess if there will be a seine fishery.The poor market in Japan, small fish, and strong Alaskan production — with a quota of 21,622 tons expected to be caught in Togiak alone — are making B.C.'s fishing companies think twice about even deploying their seine fleet this year.
