When the Bering Sea and Aleutian Islands king and snow crab fisheries converted to individual fishing quotas beginning in 2005, regulators reserved 3 percent of the quota for crab boat captains. Then vessel owners, who got the bulk of the quota, radically consolidated the fleet as the race for crab ended, laying off hundreds of crewmen. That created lasting bitterness among deckhands who say they got a raw deal from the new management regime, known as crab rationalization.
