A California journalist, Backer edits Fish Sniffer, a magazine for recreational fishermen out of Elk Grove. A new groundbreaking study published in the July 31 issue of Science magazine reveals that the California ecosystem has the lowest fishery exploitation rate of any place in the world examined by co-authors Ray Hilborn and Boris Worm and 19 other scientists.
