But sometimes external pressures hasten the process, creating an opportunity for widespreadtransformation.The state of Connecticut is at the starting blocks of such an opportunity—one that could accelerate the sustainability movement across the country—after landmark energy legislation, Public Act 11-80, was written into law by Governor Dannel Malloy in July 2011.
