Of RINs, RFS, And The EPA: Some Observations Gleaned From Orlando, FL

Dear Readers:I attended both the National Biodiesel Conference and the National Ethanol Conference in Orlando, FL, last month: Here are some observations:The number one topic of discussion at the biodiesel conference (see p. 57) concerned allegations by the Environmental Protection Agency (EPA) that two companies have passed more than 80 million fraudulent Renewable Identification Numbers (RINs).The EPA has made matters worse by sending Notices of Violation (NOV) to "obligated parties," mosdy petroleum refiners and importers, who are required by law to purchase RINs to show they are complying with the Renewable Fuel Standard (RFS).
