Illinois Gov. Pat Quinn in February signed legislation cracking down on organized retail theft while offering habitual offenders a chance at redemption. Under the new law, a person convicted of three retail thefts within 18 months could face forfeiture of the assets purchased with money made from selling stolen goods. At the same time, convicted criminals who adhere to court guidelines can have their convictions expunged after two years rather than five.
