A British filmmaker decided to make a 10-hour film of paint drying to prove a point that has nothing to do with paint. Charlie Lyne's idea for the movie was to punish British Board of Film Classification censors for the onerous fees they charge to filmmakers for their certificates of approval, which are necessary for U.K. release (the certificate process costs 1,000 British pounds or $1,445.35 ). Lyne also wanted to stir a debate about censorship.
