In spite of employers reporting positive job-creation plans, small business owners were less bullish about the overall economy in July than they had been in the previous three months, according to a survey from a business research organization. The National Federation of Independent Business said in its report that while job components improved, plans for spending decreased, as did expectations for better business conditions. Overall, two index components improved, two were unchanged and six worsened.
