Maintenance of Harbor Facilities

Most of Japan's port and harbor facilities were constructed or underwent improvements in the 1970s and 1980s and are therefore expected to simultaneously enter superannuation in the near future. Like other social infrastructure, these port and harbor facilities need to receive appropriate measures to counter the effects of aging. Japan, however, faces many other pressing concerns: severe fiscal limitations confronting both national and local governments, a declining population, a falling birthrate and an aging society.
