Environmental impact assessments are an essential component of making decisions on transport infrastructure investments. For examining systematically the cumulative impacts of multiple projects proposed policy, programme planned in a sector, a strategic environmental assessment (SEA) is found to be useful tool to address large scale effects (impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions) as opposed simply to individual projects.
