OEM's in the US are buying very little material. Some had such a poor fourth quarter of 2008 that they have no requirements for the first three months of this year. The attempts of the mills and master distributors to reduce their inventories keeps downward pressure on selling values, which may still have further to fall. The proposed government projects will take some time to have any effect on demand.
