Arizona has a state fund designed originally to be the state's workers' compensation plan. In 1971, legislation allowed private carriers to come in and compete, which created the ability to have association dividend plans. "Our association has had a program since it was legal," said Mark Minter, ABA Executive Director. "Groups like ours can promote plans to members, pool their collective results, and get an additional bonus for members on top of their individual dividend."
