CARB rule on consumer products - paint thinners for marine and auto-refinish coatings exempt

The American Coatings Association (ACA) has secured a statement from the California Air Resources Board confirming that its rule for Consumer Products (see SHE10274 and SHE9936), which regulates paint thinners and solvents, does not include thinners used specifically in marine and automotive refinish coatings. The ACA has also submitted comments to the Ozone Transport Commission (OTC) as regards its draft Model Rule for Consumer Products that includes the 3% volatile organic compound (VOC) by weight limit on paint thinners and multipurpose solvents (see SHE9973). The current compliance date for the rule is the 1 January 2015, but the OTC states have to adoptthe rule first. Maryland and Delaware have already adopted a version of the OTC rule for motor vehicle and mobile equipment non-assembly line coatings.
