The cosmetics business has been soft for drug,discount and grocery retailers.Shoppers,worried about escalating gas prices,have put beauty on the back burner.But now retailers have decided the time has come to make changes to tempt consumers.Some of the alterations are being driven by vendors.In mid-July,an investment firm bought Del Labs,best known for Sally Hansen,NYC and Healing Beauty.The firm,called DLI,purchased Del for us465m.
