The European Union's (EU) scientific committee on consumer safety has concluded using p-Phenylenediamine as a hair dye ingredient is unsafe. "An extremely potent contact allergen in animals", p-Phenylenediamine is also "an important and frequent allergen in consumers" and "reactions... may be severe". As a result, its use is "a considerable concern for consumer safety", said the committee. It has also concluded that another ingredient - Toluene-2,5-diarnine — is also dangerous as "an extreme skin sensftiser", adding: "The frequency of allergic reactions in hairdressers and consumers remains a considerable concern for consumer safety."
