Wheelie bin reminder LEDs are anemic

I have just completed building the "Garbage & Recycling Reminder Kit" featured in the January 2013 issue. All functions work fine and the LEDs flash in accordance to the appropriate link settings, except that the blue LED is so dull I have to take the unit into a darkened room to check that it is in fact flashing.
