45s Voice Recorder has poor signaloise ratio

I have a question concerning the 45-Second Voice Recorder (SILICON CHIP, December 2007). My module appears to be working as intended. However thsignal-to-noise ratio is rather lower than I had expected, with quite audible background noise which does not vary with AGC action on the input signal amplitude.
