Free veterinary care has become an. axiom of development dogma, which few poor countries can afford, but none dares abolish. la practice, the contradiction is usually resolved by a mixture of public and private subsidies: international donors providefree Pharmaceuticals and vaccines, while the service-providers levy informal fees to boost their meagre salaries. Without a functioning government, however, the alternatives shrink to a cul-de-sac. No United Nations agency, even in an emergency, can afford to shoulder the cost of an anomaly forever.
