In November 2001, the International Maritime Organization (IMO) adopted new "Guidelines for the Identification and Designation of Particularly Sensitive Sea Areas" (IMO Assembly Resolution A.927 (22)). A particularly sensitive sea area (PSSA) is defined as "an area that needs special protection through action by IMO because of its signficance for recognized ecological, socio-economic or scientific reasons and which may be vulerable to damage by international shipping activities." The purpose of the guideline is to enable IMO member states to gain international recognition of the significance and vulnerability of discrete areas of their marine environment and to obtain, when necessary, IMO approval for special protective measures to counter area-specific threats.
