The Sea Grant Paradigm: Legislative Mandates and Marine Education

In previous Sea Technology Review & Forecast articles, I have chronicled the many significant organizational and procedural changes made over the past five years in the National Oceanic and Atmospheric Administration's (NOAA) National Sea Grant College Program. These progressive changes were introduced in the context of increasing the effectiveness, efficiency, relevance and flexibility of a good existing program in order to better position Sea Grant for growth and to enhance its capability to address the future challenges NOAA and the country would face from explosive population growth in coastal regions.
