New regulatory initiatives, the mandatory introduction of formal safety management regimes and improved training, backed by port state inspection, has led to a significant decline in the number of serious casualties and spills at sea. While this is a highly positive trend, other forces are at work, which could counter, to some extent, this reduction in accidental pollution from shipping activities.
