The Office of Naval Research (ONR) has been fully engaged in the war against terrorism. The threat is "asymmetric"; it does not match us strength-for-strength, but exploits our weaknesses. Yet, we ourselves have some asymmetric advantages over the enemy, and science and technology are prominent among them.
