One of the overarching goals of the World Climate Research Programme (WCRP), sponsored by the World Meteorological Organization, the International Council for Science and the International Oceanographic Commission of the U.N. Educational, Scientific and Cultural Organization, is to determine the predictability of seasonal to multi-decadal variations of the complete climate system. To do this, we need to understand the contributions that the atmosphere, oceans, land, cryos-phere and atmospheric composition make in producing regional and seasonal climate anomalies, as well as their roles in climate change.
