Last in line behind its five integrated counterparts, Sumitomo Metal Industries has raised a tentative hand to signal its interest in forging an alliance with a foreign steel company, the Boulogne-based Vallourec & Mannesmann (V & M) Tubes.Announcing his company's first-half business results on November 21, SMI president Hiroshi Shiozuma declared his intention to strengthen ties with V & M beyond the existing relationship based largely on technology transfers.
