As expected, the Bush administration's implementation of safeguard measures has led both Japan and South Korea to lodge formal complaints with the WTO. "The US measure does not meet the conditions required by WTO rules," Japan's chief cabinet secretary Yasuo Fukuda said, comments that were echoed by Kim Byung-Suk, multilateral trade bureau director at Korea's Ministry of Foreign Affairs & Trade. "We decided to bring the US to the WTO for its inappropriate and irrational protective moves," Kim told the Hankook Ilbo daily.
